Settlement plan from the USA
The President of Ukraine, Volodymyr Zelensky, received a draft settlement plan from the USA, which could activate diplomatic efforts to achieve peace. The parties agreed to work on the points of the plan, which contains important conditions for resolving the conflict.
On November 20, Zelensky received a 28-point document developed by a group of Russian and American officials. An important part of the plan is the support for the Ukrainian side's proposals by U.S. President Donald Trump, which has been ongoing since early 2025. Among the key conditions of the plan are -
- the transfer of Donbas by Ukraine,
- a reduction of armed forces by half,
- recognition of the Russian language as an official state language.
Trump approved the plan focused on providing security guarantees to both sides.
Opportunities for diplomacy
As part of the implementation of this plan, the use of a 'lease' scheme for territories occupied by Russia is also envisaged. The visit of the U.S. army delegation to Kyiv was described as a 'reboot of peace negotiations', indicating an intention to activate the negotiation process. Thus, the settlement plan opens new opportunities for diplomatic efforts and potential peace in the region.
The receipt of this plan could become an important step in peace negotiations between Ukraine and Russia, as it anticipates compromises from both sides. The discussions of key conditions, such as the transfer of territories and the reduction of armed forces, indicate a willingness for serious negotiations and a potential end to the conflict that has lasted for several years. The implementation of such initiatives could significantly impact regional stability and the relations between the countries involved in the conflict.
