U.S.-Iran Memorandum of Understanding

Al Arabiya has released the details of a memorandum of understanding between the United States and Iran, revealing major concessions from Washington. Key provisions of the document include:

  • ending the naval blockade;
  • withdrawing American troops from the region;
  • providing at least $300 billion in reconstruction funding for Iran;
  • phasing out all sanctions in exchange for Iran restoring shipping traffic and committing to forgo nuclear weapons.

Core Terms of the Agreement

According to the document, the U.S. must halt its naval blockade and any actions disrupting maritime navigation immediately after signing. Full restoration of sea freight to pre-war levels is expected within 30 days. Washington is also required to pull its military forces from nearby areas within one month of finalizing the deal. In return, Iran must ensure the resumption of commercial shipping in the Persian Gulf and the Sea of Oman.

Additionally, the U.S. and its allies are obligated to secure at least $300 billion for Iran’s reconstruction. The memorandum calls for the gradual elimination of all sanctions against Iran, including those imposed by the U.S., the UN Security Council, and the IAEA. Washington commits to issuing licenses for Iranian oil, petrochemicals, and related services, as well as unfreezing all Iranian assets and property before the final agreement is reached.

A critical element of the memorandum is Iran’s pledge not to pursue nuclear weapons. Until a final deal is signed, Tehran will keep its nuclear program at current levels, while Washington will refrain from imposing new sanctions or expanding its military presence. At the same time, the U.S. has reportedly organized a covert operation to support oil exports after Iran blocked the Strait of Hormuz.
