New Peace Plan for Ukraine from the USA
The USA has proposed a new peace plan for Ukraine that includes 28 points covering issues of sovereignty, army, territories, economy, and humanitarian aspects. According to the document, the plan foresees the confirmation of Ukraine's sovereignty, as well as the enshrinement of the refusal to join NATO in Ukraine's Constitution. The number of the Armed Forces of Ukraine will be limited to 600,000, and Crimea, Luhansk, and Donetsk will be recognized as de facto Russian.
Main Points of the Plan
In terms of territorial issues, the plan stipulates that the Kherson and Zaporizhia regions will remain frozen at the line of confrontation. Part of the Donetsk region will become a neutral demilitarized buffer zone. NATO also commits not to deploy its troops in Ukraine, which is intended to promote stability in the region.
Among the military agreements, the USA and Russia agree to continue the action of nuclear non-proliferation agreements. The plan includes:
- Frozen Russian assets amounting to $100 billion for the recovery of Ukraine;
- An additional $100 billion from Europe to the economic package;
- The Zaporizhia nuclear power plant will be launched under the supervision of the IAEA.
Humanitarian issues include the exchange of all prisoners and bodies on the principle of 'all for all'. The political process involves holding elections in Ukraine within 100 days after the signing of the memorandum, and the agreement will be legally binding. A ceasefire will come into effect after both sides retreat to agreed points.
