Since the full-scale invasion, millions of Ukrainians have received IDP status. Formally, registration is not mandatory, but having the appropriate certificate allows one to take advantage of various benefits and receive financial assistance from the state.
IDP Statistics in Ukraine
Currently, there are approximately 4.5 million IDPs in Ukraine. According to the Minister of Social Policy, Families, and Unity, Denys Uliutin, 900 thousand families are receiving social payments.
In 2026, the state plans to allocate 72 billion hryvnias to support internally displaced persons. Of this amount, almost 40 billion hryvnias will be directed to compensate housing costs.
Who is Considered an Internally Displaced Person
According to Ukrainian legislation, an IDP is a person who legally resides in Ukraine and has been forced to change their place of residence to avoid:
- the consequences of armed conflict or temporary occupation;
- manifestations of violence;
- human rights violations;
- emergencies of natural or man-made origin.
How to Obtain IDP Status
You can register as an IDP or obtain the appropriate certificate online through the 'Diia' application or in person at the Administrative Services Center (ASC) or the Social Protection Department.
For online registration, you need to have an ID card or a foreign passport in 'Diia', as well as a taxpayer identification number.
When submitting an application, it is necessary to indicate the place of residence - the region, settlement, and specific address, as well as confirm the geolocation (to certify that the person is within Ukraine). The official IDP status provides access to various benefits.
It was previously reported that Ukrainians will receive 6500 hryvnias in 'winter aid'.
