Changing Dynamics in Transatlantic Relations

During Donald Trump's presidency from 2025 to 2026, the relationship between the United States and Europe underwent significant transformation marked by a stronger focus on US national interests and increasingly unilateral policies. This period saw a decline in the traditional ideological unity among allies and heightened tensions within NATO and the European Union. Key developments included:

  • sharp criticism directed at European partners;
  • a strategic realignment of US foreign policy;
  • limiting Europe's influence in negotiations with Russia;
  • and internal EU disagreements that complicated efforts to establish strategic autonomy.

Following the 2024 US elections, the administration adopted a more unilateral approach to foreign affairs. Throughout Trump's first term, his administration openly challenged European allies. At the 2025 NATO summit in The Hague, the atmosphere was largely favorable to Trump. One notable proposal was US control over Greenland, a Danish territory and NATO member, which sparked controversy. Furthermore, the administration's endorsement of nationalist political movements within Europe exacerbated tensions with longstanding allies.

Middle East Tensions and Europe's Response

Military collaboration between the US and Israel contributed to escalating conflicts in the Middle East during 2025-2026. Europe notably refrained from supporting the US military campaign in the Strait of Hormuz, signaling a more reactive European stance. At the 2025 Munich Security Conference, US Vice President J.D. Vance criticized Europe, stating:

"Our shared values unite the two allies within the transatlantic bloc," but pointed out that Europe "has retreated from some of its core principles—values that the United States stands firmly behind."

By 2026, US Secretary of State Marco Rubio took a softer tone at the same conference, emphasizing: "We are destined to stand together."

The Trump administration also orchestrated a summit with Russian President Vladimir Putin in Anchorage, deliberately excluding Europe from the discussions. This move underscored the diminishing role of Europe in transatlantic diplomacy. Meanwhile, the European Union extended a €90 billion credit to Ukraine over two years, demonstrating its commitment amidst the ongoing conflict with Russia. However, internal divisions persisted within the EU regarding the management of frozen Russian assets and the absence of a unified strategy to end the war by 2025.

The growing influence of China and Russia contributed to a more multipolar global landscape, complicating traditional alliances. The 2025 US National Security Strategy urged allies to align with American positions and criticized Europe for democratic backsliding, restrictions on free speech, and immigration challenges. In response, the EU sought to strengthen its strategic autonomy, particularly in air defense, munitions production, and logistics. Yet, it faced a critical choice between advancing independence or maintaining reliance on the US.

Uncertainty remains over the security guarantees for the EU and the mechanisms for post-war reconstruction in Ukraine. Within Europe, differences persist between Eastern and Western member states on approaches to Russia, defense spending, and cooperation with the US. The 2025 Munich Security Conference, held one month after Trump’s inauguration, featured praise for Trump alongside debates over NATO’s Article 5. The European Peace Facility continued to fund military aid to Ukraine, reflecting the EU’s ongoing security commitments on the continent.

This era marks a pivotal shift in transatlantic relations, highlighting new challenges faced by both the US and Europe. Increased tensions and American criticism have complicated alliance cooperation, while internal EU disagreements question its ability to present a unified front. These developments are likely to have lasting effects on global politics, particularly regarding security and economic stability within Europe and beyond.

As the transatlantic relationship faced unprecedented challenges, the implications of Trump's foreign policy extended beyond NATO, influencing critical issues such as sanctions and military aid.
