Property Transfer and Corruption Cases

On May 16, 2023, former Supreme Court judge Oleksandr Prokopenko transferred ownership of a 127-square-meter apartment and a parking space in Kyiv to his son, Bohdan Prokopenko, a detective with Ukraine's National Anti-Corruption Bureau (NABU). The total value of the property was 1.6 million Ukrainian hryvnias. This transaction took place just three days before Oleksandr Prokopenko himself became a target of a NABU bribery investigation. Such rapid asset transfers in proximity to criminal charges often raise red flags in corruption probes.

On May 19, 2023, following the property transfer, NABU officially served suspicion notices to Oleksandr Prokopenko, as well as to judges Ihor Zheleznyi, Iryna Hryhorieva, and Zhanna Yelenina. These actions were part of a broader investigation into corruption within the Supreme Court. The case also involves former Supreme Court Chief Justice Vsevolod Kniaziev, who has been charged with orchestrating a bribery scheme, including the receipt of a $2.7 million bribe.

Investigation and Outcomes

Notably, in 2017, Vsevolod Kniaziev rented an apartment in Kyiv's Pechersk district for just 1,000 hryvnias per month. On September 24, 2024, the High Council of Justice approved Oleksandr Prokopenko's resignation request. Additionally, on December 26, 2023, the Pechersk District Court of Kyiv fined Kniaziev 2,550 hryvnias and confiscated an illegal gift valued at 906,600 hryvnias.

Furthermore, on May 18, 2023, the High Anti-Corruption Court ordered Kniaziev's pretrial detention with the option of bail. He was released on January 31, 2024, after posting bail of 18.168 million hryvnias. These events highlight the active investigative efforts by NABU and the Specialized Anti-Corruption Prosecutor's Office (SAPO) in the Supreme Court corruption case.

These developments underscore the severity of corruption within Ukraine's judicial institutions, sparking public outcry and heightened interest in the work of anti-corruption agencies.

The investigations and charges against high-ranking officials signal an intensification of anti-corruption efforts in the country. The outcomes of these probes could significantly impact public trust in the judiciary and Ukraine's broader anti-corruption policies.

These recent developments are part of a larger investigation into corruption within Ukraine's judiciary. To understand the broader implications of these actions, including the ongoing raids by anti-corruption agencies, you can read more about the investigative efforts targeting the Supreme Court.
