On March 7, 2026, the Swedish Coast Guard detained the cargo vessel Caffa, which was carrying grain and is subject to Ukrainian sanctions. The ship, sailing under a Guinean flag, was suspected of using a false flag, breaching safety standards, and potentially being part of Russia's shadow fleet. It had recently arrived from Casablanca, Morocco, and claimed to be en route to Saint Petersburg, Russia.

This action highlights the increased vigilance of European nations in monitoring maritime traffic for sanctions evasion, particularly concerning goods linked to Russia. Upon detention, the Swedish Coast Guard conducted searches, interviews, document checks, and information gathering. Coast Guard spokesperson Mattias Lindholm stated:

"The Coast Guard boarded a vessel in Swedish waters that is likely sailing under a false flag. This grain carrier is listed under Ukrainian sanctions." - Mattias Lindholm

The Caffa is considered a stateless vessel. Key violations that raised suspicion include:

  • Use of a false flag;
  • Lack of mandatory insurance;
  • Signs of non-compliance with international safety standards.

Lindholm added: "Among other things, the ship is sailing under a flag that indicates it is stateless, meaning it is using a false flag. We have also initiated a preliminary investigation into violations of Maritime Law, as we suspect this vessel lacks seaworthiness and does not meet international standards."
