Worldwide Military Expenditure on the Rise

For the eleventh consecutive year, global defense spending has climbed. In 2025, military outlays increased by 2.9%, reaching $2.89 trillion. As a share of global GDP, these expenditures hit 2.5%—the highest level since 2009.

The United States, China, and Russia lead the world in military spending, together accounting for $1.48 trillion. This sum represents 51% of all global military expenditures:

U.S. spending in 2025 fell to $954 billion, a decline attributed to the lack of new military aid packages for Ukraine. Despite this, the U.S. continues to invest in both nuclear and conventional forces, focusing on maintaining influence in the Western Hemisphere and countering China in the Indo-Pacific region.

A New Phase of War and Tech Integration

Kyrylo Budanov, head of the Ukrainian President’s Office, stated that the conflict has entered a new stage where both sides have reached the limits of current drone control technologies.

“The war has entered a phase where simply increasing the number of drones no longer yields significant results,” said Kyrylo Budanov.

The next step, he argues, is full integration of artificial intelligence into combat systems. Ukraine also rules out any territorial concessions or compromises that would conflict with its national interests.

“It is strength on the battlefield that determines the possibilities for diplomacy,” Budanov added.

The continued rise in global military spending reflects ongoing international tensions and great-power competition. Notably, the reduction in U.S. military aid to Ukraine could shift the conflict’s dynamics, though Washington is bolstering its defenses elsewhere. Meanwhile, Budanov’s remarks on strategic changes in warfare suggest both sides face new challenges, where technologies like artificial intelligence become pivotal in battlefield decision-making.
