The European Commission is considering the possibility of establishing a new customs fee of 2 euros on parcels worth up to 150 euros that are imported into the EU from abroad. This will be part of a broad customs reform aimed at streamlining online commerce and ensuring the safety of goods.


According to a study by CEP Research, 4.6 billion parcels worth up to 150 euros arrived in the European Union in 2024, most of which came from China through popular online stores such as Temu and Shein.



Purpose of the new fee



  • Covering the costs of customs services to process the large flow of inexpensive goods.

  • Ensuring quality and safety control of imported goods.

  • Creating level playing fields for European sellers in the market.



National measures


Some EU countries have already decided to act independently and not wait for the general reform in 2028:



  • Romania plans to impose a fixed duty on parcels from abroad.

  • France is already allocating a 2 euro fee in the budget for 2026.

  • The Netherlands is exploring the possibility of introducing a fee of 2 euros for each item.



Experts note that for Chinese platforms, the new customs fee could significantly increase shipping costs to the EU, forcing them to reconsider their supply strategies and possibly change prices for goods or delivery routes.
