E-Scooter Accident Statistics in Ukraine
Over the past 18 months, Ukrainian courts have processed 132 cases involving e-scooter accidents, according to data from the Babusya court registry and an OpenDataBot study. In 79% of these incidents (104 cases), the e-scooter driver was deemed responsible. The highest number of such crashes occurred in the Odesa, Lviv, and Vinnytsia regions.
In 2022, courts reviewed 66 cases where e-scooter drivers were found guilty, followed by 38 cases in 2023. Odesa Oblast recorded the most accidents caused by e-scooter riders, with 11 in 2022 and 12 in just the first five months of 2023. Lviv and Vinnytsia Oblasts also reported high figures: 11 and 5 accidents in 2022, respectively, and 5 and 4 in 2023. Volyn Oblast saw 5 crashes in 2022 and 3 in 2023, while Kyiv Oblast had 7 and 1. Chernivtsi Oblast was the only region with zero court cases involving e-scooter driver fault over the 18-month period.
Challenges and Legislative Proposals
Of the total cases, 57 were filed under Article 124 of the Ukrainian Code of Administrative Offenses for traffic rule violations that led to accidents. Minors were involved in 38 of the 132 cases, accounting for nearly one-third. In accidents where e-scooter drivers were at fault, teenagers appeared in 24 cases, making up a quarter of all proceedings. The regions with the most cases involving minors were:

- Lviv Oblast (3)
- Cherkasy Oblast (3)
Two bills related to e-scooters have been registered in Ukraine's parliament. Draft law No. 15284 aims to regulate the use of small electric vehicles in the country. Draft law No. 15283 introduces administrative liability for violations of rules governing this mode of transport.
