Draft Evasion Network Dismantled in Kyiv

Authorities in Kyiv have dismantled an organized scheme to evade military mobilization, operated by a married couple of lawyers and an official from a district state administration. During the operation, law enforcement seized approximately one thousand fake guardianship certificates, which were used to secure deferrals from military service and permission to travel abroad. According to investigators, the network offered services such as fraudulent guardianship arrangements, fake military summonses, and sham marriages.

Investigation Details

The scheme was orchestrated by the head of a legal firm, his wife, and an employee from the social and veterans policy department of a district administration. Each service cost $8,000. In one case, a client was offered a fictitious marriage combined with a fabricated mental illness diagnosis. The suspects operated from an office in central Kyiv, only beginning work after clients signed a contract specifying the terms, fee, and bank details.

More than ten authorized searches were conducted as part of the investigation. The suspects have been charged under Part 2 of Article 28 and Part 3 of Article 369-2 of the Criminal Code of Ukraine. If convicted of influence peddling, they face up to eight years in prison. The case is being supervised by the Obolon District Prosecutor's Office. In one instance, the suspects demanded $20,000 to exempt a client from mobilization, highlighting the high demand for their services among military-eligible men.
