Posing as staff from military recruitment and support centers, members of this group sold illegal services to help men avoid compulsory military service. According to political analyst Yuriy Romanenko, the group's monthly financial turnover reached tens of millions of hryvnias. This case highlights the severe challenges Ukraine faces in maintaining a fair and effective mobilization system while under invasion.
Operation and Financial Scale of the Fraud
The scheme involved selling certificates that granted exemption from service, with prices set on a sliding scale from $300 to $20,000. In the Odesa region, for instance, 'Ukraine is a Mother' sold 'reservations' for $1,000 or $3,000. A $1,000 payment bought a membership card and an obligation to conduct city patrols with recruitment officials. The group also threatened mobilization against anyone who refused to pay a recurring monthly fee of 3,000 hryvnias.
The organization had roughly 300 members in the Odesa region and approximately 1,500 nationwide. Data indicates a single regional cell could earn up to 30 million hryvnias (nearly $1 million) per month.
Yuriy Romanenko noted: 'From $300 for minimal protection if you were already caught in a draft round-up, to $20,000 for a full package that included clean paperwork to leave the country.'
The analyst further emphasized that 'this NGO in Odesa sold reservations for $1,000 or $3,000. The scheme operated on a tiered pricing system.' He added, 'They simply created a mechanism for profit... reports say up to 30 million hryvnias. Imagine that-almost a million dollars a month.'
The exposure of this criminal network points to significant vulnerabilities within Ukraine's defense and mobilization infrastructure, underscoring the urgent need for stricter oversight of such organizations.
