Kyiv Court to Hear Case on Mobilization Deferment Bribery and Fake Surgeries

Head of District Probation Center Faces Trial

The Dnipro District Prosecutor's Office in Kyiv has sent an indictment to court against the head of a district Probation Center department and an accomplice. They are accused of orchestrating a scheme to illicitly profit by helping individuals illegally obtain deferments from military mobilization. This case highlights ongoing challenges within Ukraine's justice and mobilization systems during wartime.

The defendants' actions are classified under Part 2 of Article 28 and Part 3 of Article 369-2 of Ukraine's Criminal Code. The probation official allegedly promised, for $4,000, to help remove a man from a wanted list. To secure the deferment, they planned a fake spinal surgery for the client at a hospital. The accomplice is accused of assisting in negotiations with doctors to perform this fraudulent operation.

Additional Charges in the Scheme

In a separate instance, the pair promised other conscription-aged men help in obtaining a deferment by preparing documents claiming they needed to care for an elderly mother residing abroad. The cost for resolving this issue was set at $7,000. Their activities were uncovered in December 2025. The charges they face carry a potential penalty of up to 8 years in prison with confiscation of property.

This prosecution underscores the severe issue of corruption in Ukraine, particularly concerning mobilization and military obligations. During the ongoing war, maintaining public trust and transparency in state institutions is critical, and such cases risk damaging confidence in the national defense system.
