Power Outages in Lviv Affect Hospitals and Trams: New Government Regulation Changes the Rules

Power Outages in Lviv

On January 7, 2026, a power outage occurred in Lviv affecting public electric transportation and some hospitals. This outage was the result of changes in the government's approach to determining the criticality of enterprises. Electricity restoration began around 10 AM, but by 2:50 PM, power remained unavailable at the Support Center for former prisoners and in the pulmonology department of the Fifth City Clinical Hospital.

Criteria for Critical Infrastructure Facilities

Resolution No. 1744 of the Cabinet of Ministers of Ukraine, adopted on December 24, 2025, defines new criteria for critical infrastructure facilities with a connected capacity of at least 100 kW. Among these criteria are:

  • security facilities;
  • technical means of electronic communications;
  • settlements in combat zones.

This change has caused outrage among city leadership.

The Mayor of Lviv, Andriy Sadovyi, noted that 'the decision to equate breathing apparatuses with electric kettles was not the wisest'.

In turn, the head of the Lviv Regional State Administration, Maksym Kozytskyi, emphasized that 'shifting responsibility to the government post-factum and calling it a 'nonsense' - it's not about protecting the citizens'. The city authorities continue to do everything possible to restore electricity to critical institutions.

The power outage in Lviv underscores the importance of adequately defining critical infrastructure objects, especially in circumstances when the health and safety of citizens may be at risk. The reaction of the local government and their appeals to the government indicate a need to reconsider the criteria that determine which institutions should receive priority in electricity supply. This issue is becoming especially urgent in the context of humanitarian needs and responding to crisis situations.
