New Regulations for Rental E-Scooters in Lviv
Lviv has implemented a new policy targeting rental e-scooters, restricting parking in the historic city center to designated spots only. Effective immediately, as announced by the Lviv City Council, parking e-scooters within the historic core and adjacent areas is now permitted solely in specially marked locations. These spots will be visible in the mobile apps of rental services. The designated parking zone aligns with the outer boundary of the city's third parking zone.
Violators face a fine of 100 UAH for parking in unauthorized areas. Currently, these rules are being tested, with a two-month period set aside to evaluate their effectiveness. The parking locations were chosen to maintain access to public spaces, businesses, and residential buildings.
Introduction of Additional Safety Measures
Further safety enhancements are on the horizon, including age verification for users. Access to e-scooter rentals is planned to be restricted to individuals aged 16 and older. Additionally, speed limits of 15 km/h are proposed for high-risk accident zones.
Two bills have been registered in the Verkhovna Rada: No. 15284, addressing the use of small electric vehicles in Ukraine, and No. 15283, which introduces administrative liability for violations of small electric vehicle regulations. Data shows that over the past year and a half, Ukrainian courts have handled at least 132 cases related to accidents involving e-scooters.
'In the historic city center and adjacent areas, whose boundary coincides with the outer limit of the third parking zone, rental e-scooters may only be left in specially designated parking spots. These will be displayed in the mobile applications of rental services.'

Orest Oleskiv emphasized that 'the new rules are being introduced on a trial basis. The boundaries of parking zones, their number, and other conditions may be adjusted based on the system's performance and residents' needs. After two months of operation, we will analyze the effectiveness of the implemented measures and, if necessary, consider additional solutions to better regulate the movement and parking of e-scooters.'
The city administration also highlighted safety guidelines for e-scooter users:
- It is recommended to wear a protective helmet;
- Do not allow children to operate e-scooters;
- Stay attentive to pedestrians and other road users;
- Park e-scooters in a way that leaves sufficient space for pedestrian movement (at least 2 meters) and does not obstruct other road users.
The introduction of new e-scooter parking rules in Lviv is part of the city government's efforts to improve road safety and reduce conflicts between pedestrians and electric vehicle users. The trial period will help determine the effectiveness of these measures and allow for necessary adjustments based on the results. Overall, these initiatives align with global trends in regulating micromobility in cities aiming to ensure comfort and safety for all road users.
