2013 Murder of Crimean Town Mayor Solved with Arrest in Lviv

Оперативники зловили підозрюваного у злочині, що стався у Криму десятиріччя тому.

Suspect Arrested in Decade-Old Mayor's Murder

A suspect has been detained in Lviv for the murder of Kiril Kostenko, the mayor of the Crimean town of Simeiz, in February 2013. Kostenko was killed instantly in a targeted shooting of his vehicle near the Simeiz village council administration building. This high-profile assassination occurred before Russia's illegal annexation of Crimea the following year, a period marked by political tensions and criminal violence.

Following the crime, the suspect attempted to destroy evidence. Law enforcement discovered a burned-out vehicle containing the weapon used in the shooting. An investigation of the scene and subsequent forensic work established the attacker's escape route and captured his image. During the pre-trial investigation, police amassed sufficient evidence to identify the suspect, a repeatedly convicted native of the Lviv region born in 1979.

Criminal Proceedings and Next Steps

Criminal proceedings in the case have been reopened. The detainee is being served a notice of suspicion under Part 2 of Article 115 of the Criminal Code of Ukraine, which covers premeditated murder under aggravating circumstances. Searches are currently being conducted at the suspect's residence.

  • Kiril Kostenko is survived by his wife and five children.
  • He was also a member of the Party of Regions.

The arrest of a suspect in this over-ten-year-old case suggests a gradual progress in investigating crimes linked to criminal elements in Ukraine. The reopening of the criminal proceedings and the collection of evidence demonstrate law enforcement's ongoing efforts to bring perpetrators to justice, regardless of the time elapsed since the crime. This also underscores the enduring importance of securing justice for the victim's family, who lost a husband and father.
