In Poland, there are calls to restrict Ukrainians' property purchases

One of the leaders of the Polish «Confederation», Krzysztof Bosak, proposed restricting the purchase of real estate by foreigners, particularly Ukrainians. The politician links the influx of foreign capital to the increase in apartment prices. Currently, only 7% of surveyed Ukrainians in Poland own their own homes. This is reported by InPoland.

What Bosak proposes to change for property buyers

Krzysztof Bosak stated that the rising cost of housing in Poland has several reasons, and it is impossible to stop it with a single decision. One of the key factors he named is foreign capital.

According to the politician, Poland has become an attractive and safe place for investing the savings of Ukrainians. He also cited Western investment funds as another source of demand for Polish real estate.

He advocated for restricting the ability to purchase property for both individuals with foreign citizenship and foreign funds. At the same time, from the statements made, it does not follow that the relevant restrictions have already been adopted or come into effect.

«If we turn the Polish housing market into an investment for excess capital from the East and West, Poles will not be able to afford apartments,» Bosak stated.

He also linked prices to local government policies regarding the availability of land for development and called for migration control.

Can Ukrainians currently buy apartments in Poland?

Current Polish regulations already stipulate specific requirements for foreigners purchasing real estate. In general, citizens from countries outside the European Economic Area may need permission from the Ministry of the Interior. At the same time, the law contains exceptions, particularly for the purchase of a separate residential apartment.

Therefore, Bosak's statement is currently a political proposal, not a new prohibition for Ukrainians. In August 2026, the President of Poland signed other amendments to the legislation regarding the purchase of real estate by foreigners, but these relate to the digitalization of control and document exchange, rather than a general ban on the purchase of apartments.

The issue of housing costs indeed remains pressing. According to market research in spring 2026, the median price of a compact apartment of 30–40 square meters in Poland was approximately $124,000, while in Ukraine, similar housing was estimated at about $39,000.

At the same time, the assertion of the decisive influence of Ukrainian capital on prices is Bosak's position, not an established fact. The value of real estate is also influenced by the supply of new housing, land for development, interest rates, income levels, and overall demand.

Moreover, earlier, Inkorr reported that 9% of Ukrainians purchased real estate in Poland according to a study by NBP published at the end of 2025.
