Bill No. 15176: Mandatory Numbered Tags for Military Personnel

A new legislative initiative, Bill No. 15176, has been registered in Ukraine's Verkhovna Rada. Its primary aim is to mandate that all personnel of Territorial Recruitment and Social Support Centers (TRSSCs) wear individual, numbered identification tags. This measure is designed to combat individuals who impersonate military recruiters and to restore public trust in the nation's mobilization bodies. The move comes amid ongoing efforts to streamline and legitimize the country's conscription process during a prolonged national defense.

Under the bill's provisions, TRSSC servicemembers must wear individual chest tags at all times. They will also be required to provide their surname, position, and official identification upon request. The legislation explicitly prohibits the removal, concealment, or obstruction of these tags to prevent the reading of their information.

Mobilization Challenges and Public Trust

Head of the President's Office, Kyrylo Budanov, has highlighted evasion of mobilization as a major issue. He stated that

"one of the most urgent problems discrediting mobilization efforts is the increase in illegal acts by individuals who, wearing military uniforms without proper insignia, impersonate TRSSC personnel" - Kyrylo Budanov.
This situation erodes public confidence in the TRSSCs, hampers their operational effectiveness, and fuels social tension.

The bill's authors, a group of lawmakers, argue that providing clear identification for TRSSC personnel will empower citizens to defend their rights should any violations occur. David Arakhamia, head of the 'Servant of the People' parliamentary faction, noted that the process of updating mobilization legislation is in its final stages.

Kyrylo Budanov further commented on the societal dilemma, stating

"There are real problems, mental problems in our society. On one hand, everyone says we must fight until victory, and on the other hand, everyone is fleeing mobilization" - Kyrylo Budanov.
He urged citizens "not to be afraid to fulfill their duty," emphasizing the need to strengthen trust in military structures and increase accountability.
