Overhaul of Territorial Recruitment Centers

A draft resolution has been submitted to Ukraine’s Verkhovna Rada, aiming to transform the country’s Territorial Recruitment Centers (TCCs) and introduce a service-based mobilization framework. The proposed legislation seeks to legally mandate transparency in the conscription system, shifting TCCs and social support units from a 'coercive authority' into a service-oriented, transparent, and accountable institution. The goal is to bolster public trust in the state, lower corruption risks, and maintain the combat readiness of Ukraine’s defense forces.

Digitalization and Openness

According to a report by 'Glavkom' citing the parliament’s website, the government declares its intent to fully digitalize mobilization processes. This includes moving all interactions between citizens and TCC personnel exclusively to an electronic account for conscripts, as well as delivering summons solely in digital form with confirmed receipt. Additionally, plans call for ensuring complete access for citizens to information about their status—such as whether they are fit for service, have a deferment, or are in the reserve.

The draft also guarantees the establishment of transparent mobilization rules, which will include clear criteria for conscription, a comprehensible order of priority, and public reasoning behind decisions. The explanatory note states:

“The purpose of the bill is to legally regulate the transparency of the conscription system and transform the territorial recruitment centers and social support from a 'coercive body' into a service-oriented, transparent, and accountable institution to increase trust in the state, reduce corruption risks, and support the combat capability of Ukraine’s defense forces.”

Furthermore, the state promises to create oversight mechanisms for the mobilization process, including mandatory video recording of interactions between conscripts and TCC staff, as well as the establishment of an independent body for appealing TCC actions. Special attention will also be given to ensuring the inevitability of personal accountability for TCC employees who violate rules during mobilization.

On the parliament’s website, a separate draft resolution has also appeared concerning fair reservation procedures and participation in defense. David Arakhamia, head of the 'Servant of the People' faction, stated that

“the process of updating legislation on mobilization in Ukraine is in its final stage.”
However, some parliament members have expressed doubts. Mykhailo Tsymbaliuk, a lawmaker from the 'Batkivshchyna' faction, noted that 'automatically shifting unpopular mobilization measures from territorial recruitment centers to the Ministry of Internal Affairs will not solve existing problems.' Solomiia Bobrovska, a member of the parliamentary committee from the 'Holos' faction, believes that the review of the bill could turn into a 'political uproar.'

Overall, the reform of the TCCs and the adoption of a service-oriented mobilization model aim to create a more efficient, transparent, and accountable system that meets modern requirements.

The proposed changes to the conscription system and the restructuring of the TCCs represent important steps toward enhancing citizens’ trust in the state and providing better services to those liable for military service. Digitalization and process transparency could significantly reduce corruption risks and improve the organization of mobilization. However, the existing skepticism among some deputies regarding the effectiveness of these changes indicates that implementing the reform will require thorough debate and proper oversight to avoid potential negative outcomes.
