Authorities in Irkutsk have rolled out a set of stringent behavioral guidelines for drivers waiting to refuel at gas stations. Issued under the authority of the Main Directorate of the Ministry of Internal Affairs of Russia for the Irkutsk Region, the document was circulated via local Telegram channels. The new measures follow the detention of four individuals suspected of orchestrating provocations, creating artificial queues, and illegally reselling fuel at inflated prices.

Key rules for drivers

Under the updated regulations, drivers and passengers are prohibited from leaving their vehicles until they reach the fuel dispenser. Any form of communication—whether verbal, gestural, or otherwise—with drivers of other cars is also banned. While waiting in line, drivers must activate their hazard warning lights. Gas station managers are required to post informational notices about the new rules in visible locations by July 10, conduct staff briefings, and submit a photo report to the Ministry of Internal Affairs confirming compliance.

Russia is currently grappling with fuel supply challenges. The government has banned diesel exports, postponed maintenance at several oil refineries, and started importing petroleum products.
