On June 10, 2025, Ukraine witnessed a series of significant developments, including Russian military attacks on civilian infrastructure and the approval of amendments to the 2026 state budget. Russian forces struck Pavlohrad, destroying an apartment building and injuring five people. Among the wounded was a 75-year-old woman who was hospitalized in critical condition.

The same day, Russian troops targeted the train station area in Sumy. A hostile drone was shot down above the station, but debris fell onto passenger train No. 143 traveling from Sumy to Rakhiv, injuring a 62-year-old man and a 36-year-old woman.

Government Response

In reaction to these events, Ukrainian President Volodymyr Zelenskyy signed Decree No. 485/2026, establishing June 11 as the annual Day of Unmanned Systems Forces.

Yuliia Svyrydenko: 'I have received initial proposals for improving road safety. They suggest introducing a graduated fine system based on the severity of speeding violations and increasing accountability for repeat offenders. For most drivers, nothing will change.'

Additionally, on June 10, the Verkhovna Rada passed Law No. 15224, amending the 2026 state budget. The bill received 242 votes in favor. It increases spending on the security and defense sector by 1.56 trillion hryvnias and allocates an additional 559.1 million hryvnias from the reserve fund for the energy sector. On the same day, the Rada also approved a law updating the level of financial support, with 269 lawmakers voting in favor.

During these events, Russian occupiers also attacked two civilian cargo ships in the Black Sea. One vessel, sailing under the Panamanian flag and heading to a port in Odesa Oblast, caught fire, which the crew managed to extinguish. Another ship, flying the Barbadian flag and carrying wheat, also sustained damage.

Thus, June 10, 2025, was marked by further acts of Russian aggression and crucial changes in Ukrainian legislation concerning security and defense.

The situation in Ukraine remains tense as Russian forces continue their attacks, underscoring the urgent need to bolster the country's defense capabilities. At the same time, initiatives to improve road safety reflect the government's comprehensive approach to addressing social issues that demand attention even during crises. These events highlight the necessity for continued adaptation of security policies and social reforms in Ukraine.
