Evading Mobilization: 2 Million Ukrainians Wanted and Record Detentions at the Border

Campaign Against Mobilization Evasion in Ukraine

An active campaign against mobilization evasion is underway in Ukraine. Mykhailo Fedorov, who will soon take over as Minister of Defense, reported that currently 2 million Ukrainians are wanted. In particular, 200,000 individuals have deserted their military units voluntarily.

Detention of Individuals of Mobilization Age

Detentions of individuals of mobilization age at the border with Belarus are showing a rapid increase. In 2025, 1,424 persons were detained, which is a significant increase of 336% compared to 2024, when only 326 individuals were detained. In 2023, there were only 4 detentions of mobilization age. Four organizers of schemes facilitating mobilization evasion were also apprehended.

The President of Ukraine signed law No. 4630-IX, which regulates labor relations during martial law. Mykhailo Fedorov emphasized the importance of addressing the problem of mobilization evasion, stating:

“These issues need to be resolved for progress to continue.”
These measures aim to ensure compliance with military obligations and support the country’s defense capabilities.

This active response from the Ukrainian authorities indicates the seriousness of the mobilization situation, as a significant number of citizens are evading military duties. The increase in detentions at the border suggests that governmental bodies are trying to respond more actively to this phenomenon, which could have a significant impact on the country’s defense capabilities. The laws and measures adopted regarding labor relations during martial law may also have long-term consequences for the economy and society as a whole.
