Uklon, Uber and Bolt will become tax agents: what will change for drivers
In Ukraine, drivers using the Uklon, Uber, and Bolt platforms are required to pay taxes. New bills are being considered that may change the rules in the taxi market. The platforms are ready to become tax agents, which means a change in the taxation mechanism for drivers.
According to existing regulations, drivers pay 18% personal income tax (PIT) and 1.5% military tax. To simplify the taxation process, Uklon supports bills No. 14025 and No. 14026, which provide for automatic withholding and transfer of taxes to the budget. As a company representative stated, they are ready to implement this mechanism.
The tax burden for individual entrepreneurs (IE) of the 3rd group currently amounts to 5% of turnover plus a single social contribution (SSC) of UAH 1760 per month. According to data, in 2025, Ukrainians made trips through Uklon for over UAH 7.2 billion, and through Bolt – almost UAH 5 billion. This indicates a significant market volume and potential tax revenues.
The impact of new bills on the taxi market
An important point is also the EU directive on platform employment, which was approved in the spring of 2024. This document may affect the further development of the gig economy in Ukraine. As Lesya Karnauk noted, regular taxi drivers' earnings are subject to taxation, which emphasizes the importance of legalizing incomes.
Sergiy Pavlyk noted that there will not be a sharp price increase, as the new bills provide for a reduced tax rate of 10% for drivers.
Thus, the implementation of the mentioned bills may significantly change the rules of the game in the taxi market in Ukraine, specifically improving conditions for drivers and ensuring additional revenues to the state budget.
The proposed changes in the bills may also stimulate the development of the taxi platform in Ukraine, improving working conditions for drivers and providing greater legal certainty for all market participants. Legalizing drivers' incomes may increase their social security and foster greater trust in the platform among users. This, in turn, may positively affect the overall state of the country's economy, particularly through increased tax revenues.
