Ukraine Seeks to Amend IAEA Statute Following Russian Nuclear Safety Breaches

Україна прагне внести зміни до Статуту МАГАТЕ у відповідь на порушення безпеки ядерних об'єктів з боку Росії.

Ukraine's Proposal for IAEA Statute Reform

In response to Russia's violations of nuclear safety protocols, Ukraine has launched a formal initiative to amend the founding statute of the International Atomic Energy Agency (IAEA). The matter was debated during a special session of the IAEA Board of Governors, convened in Vienna on January 30. The meeting was called by the Netherlands and backed by 11 other nations, including:

  • Belgium
  • Canada
  • France
  • Germany
  • Italy
  • Japan
  • The United Kingdom
  • and others

Ukraine's Foreign Minister, Andrii Sybiha, has directed the nation's permanent mission in Vienna to submit detailed proposals to the IAEA Secretariat and circulate them among all member states. This diplomatic move comes as the IAEA's role in monitoring nuclear safety in conflict zones faces unprecedented challenges. Sybiha also alerted the IAEA and leading world powers to intelligence reports concerning potential Russian strikes on electrical substations that supply power to Ukraine's nuclear power plants.

Andrii Sybiha emphasized that Ukraine is proposing a clear mechanism to suspend voting rights within the IAEA for nations that commit such violations.

The initiative aims to bolster nuclear safety in the region and ensure the protection of Ukrainian atomic facilities from potential threats.

Potential Impact on the Global Nuclear Order

The proposed amendments to the IAEA statute, championed by Ukraine, could significantly reshape the international nuclear safety framework, particularly amid escalating threats from Russia. The broad support from other nations underscores the critical importance of collective action in safeguarding nuclear sites and may establish a precedent for future diplomatic measures in this arena. The international community's response to this initiative will be crucial in determining how a new mechanism to prevent nuclear safety threats in Ukraine and the wider region will be implemented.
