Ukraine Must Strengthen Local Communities to Facilitate the Return of 4.6 Million Displaced People

Conference: 'Temporary Protection, Lasting Impact: Ukrainian Women in Europe'

A high-level conference titled 'Temporary Protection, Lasting Impact: Ukrainian Women in Europe' was held at the European Parliament. During the event, Ilona Havronska, Deputy Minister of Social Policy, Family, and Unity of Ukraine for European Integration, stressed the critical need to boost the capacity of Ukrainian communities in order to encourage people to return home. Currently, Ukraine has about 4.6 million internally displaced persons (IDPs), while over 4.3 million Ukrainians are under temporary protection across European Union countries. More than 73% of these individuals are women and children.

Attendees included representatives from the European Parliament, the European Commission, Ukrainian authorities, international organizations, and civil society. Havronska emphasized that

'strong and capable communities are the foundation for people's return, regional resilience, and Ukraine's long-term development'
. She further noted that people will only go back to places where they see a future for themselves and their children. This calls for shifting the focus from individual assistance to strengthening the capacity of Ukrainian communities. Key areas include:

  • housing development,
  • infrastructure restoration,
  • social services,
  • education, and job opportunities.

Debating the Future of Temporary Protection

A major topic of discussion at the conference was the future of temporary protection, which is crucial not only for meeting the current needs of Ukrainians but also for creating the conditions that would allow them to return to their home regions.

The conference highlighted the importance of integrating Ukrainian women and children into EU societies while simultaneously building the groundwork for their eventual return home. Boosting community capacity is a key factor in ensuring Ukraine's stability and long-term development, especially given the social and economic challenges the country faces as a result of the conflict. International support, paired with effective national policies, can serve as the foundation for improving living conditions for IDPs and promoting their return.

As the discussion on strengthening Ukrainian communities continues, it's essential to consider how recent policy changes in the EU, such as the proposal to exclude draft-age men from temporary protection, may impact the return of displaced individuals. These developments could significantly affect the demographic landscape and the overall stability of communities in Ukraine, further emphasizing the need for a robust support system to facilitate successful reintegration.
