According to Главком: European Union member states are proposing to remove men eligible for military service from the upcoming temporary protection mechanism for new claimants. The Temporary Protection Directive, activated after Russia launched its full-scale invasion of Ukraine in 2022, remains in effect until March 2027. On June 4, EU interior ministers are set to discuss the future of this protection regime for Ukrainians.
Since the directive was implemented, the EU has granted shelter to roughly four million refugees under its terms. However, EU Special Representative Ylva Johansson noted that the current system of automatic protection for men sends a contradictory signal. At the end of May, Ukrainian Foreign Minister Andrii Sybiha reported that 8 million Ukrainians are currently displaced abroad. This proposal comes as EU nations grapple with balancing humanitarian obligations and evolving security concerns tied to Ukraine’s mobilization needs.
National Legislative Adjustments Across the EU
Several EU countries have already begun amending their own laws. In late May, the Czech government endorsed changes tightening residency conditions and access to humanitarian aid for refugees. Meanwhile, Ireland plans to phase out its free hotel accommodation program for Ukrainians starting in August, a move affecting approximately 16,000 people.
