Ukrainian Delegation’s Educational Visit to the United States

During a training trip to the United States, a Ukrainian delegation studied the American approach to water resource management. The group focused on how monitoring and decision-making responsibilities are separated, as well as the use of digital tools and automated observation networks that boost efficiency in this sector.

The delegation visited the U.S. Geological Survey (USGS) to observe how the organization handles monitoring, data collection, analysis, and publication of information on water resource conditions. They also met with local water management authorities and toured three U.S. river basins:

  • Upper Colorado
  • Willamette
  • Trinity-San Jacinto

Under this management model, roles are clearly split: the USGS is in charge of monitoring and analysis, while government bodies make decisions about infrastructure management, water allocation, and emergency response.

Modern Technology in Water Resource Management

Advanced digital technologies, automated monitoring networks—including over 12,000 stations—and predictive models have become key to ensuring effective water resource management.

“For Ukraine, this visit is primarily a chance to adopt practical solutions that have already proven their effectiveness.” – Iryna Ovcharenko, Deputy Minister

The visit was organized by the U.S. Department of the Interior’s Office of International Affairs in partnership with the U.S. Geological Survey.

This trip by the Ukrainian delegation to the United States highlights the value of international collaboration in water management, a critical area for Ukraine given its geographic and climatic conditions. Adopting proven US practices could help improve Ukraine’s water management system, which in turn would benefit the environment and public access to clean water.
