Ukraine’s Shift Toward Becoming a European Security Provider

Ukraine is transitioning from a consumer to a provider of European security, now fielding the most battle-hardened army on the continent. Amid the largest conflict Europe has seen since 1945, the country has built a strong defensive posture. Its military ranks among the best in Europe, and its defense sector is considered one of the most innovative globally. These achievements position Ukraine as a key partner for Europe in safeguarding the region.

Ukraine’s Path to European Union Integration

Discussions are underway about a phased integration of Ukraine into European Union structures—a critical step toward full membership. German Chancellor Friedrich Merz proposed this approach. A major milestone involves completing Cluster Six on External Relations, which Ukraine is close to finalizing. This progress demonstrates the country’s readiness to actively shape European security policy.

Andrius Kubilius, EU Commissioner for Defense and Space, has also suggested creating a European Defense Union, governed by a European Security Council. This union would bolster security across Europe, notably through the mechanism outlined in Article 42.7 of the EU Treaty.

She further emphasizes that 'a country once standing at Europe’s gates is increasingly becoming one of the pillars on which European security will rest.'

Additional areas of cooperation may include:

  • training Ukrainian officers, who can enhance Europe’s readiness by developing doctrines and sharing combat experience;
  • deploying cutting-edge technologies, such as combat drones and AI-assisted targeting;
  • accelerating feedback loops between the front lines and manufacturers to improve defense capabilities.

However, implementing these initiatives faces obstacles, including elections in several EU member states, the need for national referendums, and ratification procedures. Amid these new realities, Ukraine must continue strengthening its role in European security.

Ukraine’s adaptation to Europe’s evolving security landscape and its active involvement in shaping a common defense policy signal a major strategic shift in relations between Ukraine and the European Union. This integration process could not only enhance EU countries’ defense capabilities but also reshape the continent’s geopolitical landscape in response to modern challenges. Ukraine’s successes in this arena may serve as a model for other nations seeking to bolster their security and join the European community.
