Albania Becomes 37th Nation to Sign Transport Liberalization Deal with Ukraine

Ukraine and Albania Forge New Road Transport Agreement

A landmark deal liberalizing freight haulage has been signed between Ukraine and Albania, announced Oleksiy Kuleba, Ukraine’s Minister for Communities and Territories Development. With this pact, Albania becomes the 37th country to enter a transport visa-free arrangement with Ukraine, eliminating permit requirements for cargo trucks.

By removing barriers for commercial vehicles, the agreement unlocks fresh export opportunities for Ukrainian goods, streamlines operations for carriers, and paves the way for new logistics corridors across Southeast Europe. Kuleba emphasized:

“The deal immediately provides for the liberalization of freight transport. Albania is now the 37th country to have a transport visa-free regime with Ukraine. In practice, this means more avenues for exporting Ukrainian products, easier procedures for haulers, the development of new routes through Southeast European nations, and improved travel accessibility for citizens of both countries.”

Expanding Ukraine’s International Transport Network

Looking ahead, Kuleba also revealed that a similar liberalization of transport with Bosnia and Herzegovina is scheduled to take effect on January 1, 2027. Additionally, Ukraine and Moldova have agreed to extend their existing transport visa-free accord through the end of 2027. Kuleba stated:

“We are consistently working to expand Ukraine’s international transport connections, open new markets for our carriers, and strengthen economic ties with European partners.”

This agreement marks a significant step forward in building transport infrastructure and economic links between Ukraine and the broader region.

The signing of the Ukraine-Albania accord represents a major push to deepen economic cooperation and develop regional transport routes. Liberalizing freight traffic gives Ukrainian exporters a competitive edge, potentially boosting the national economy. Moreover, plans for additional pacts with neighbors like Bosnia and Herzegovina underscore Kyiv’s strategic drive to fortify international transport links and integrate more deeply into the European market.
