Ukraine's Campaign to Exclude Russia

Ukraine is actively working to prevent Russian representatives from taking part in the Venice Biennale, appealing directly to Italian authorities to deny them visas. Foreign Minister Andrii Sybiha confirmed the issue was raised during the Ukrainian President's visit to Italy. Ukraine has already imposed its own sanctions on the Russian figures slated to represent Russia at the event in Italy.

Russia's History at the Venice Biennale

Russia has been a consistent participant since 1914, but its involvement in the 59th Biennale in 2022 was cancelled on February 27, 2022, following the full-scale invasion. In March 2026, it was announced that Russia would officially return for the Biennale, scheduled from May 9 to November 22, 2026. The exhibition typically draws over 600,000 visitors during its seven-month run.

The Russian pavilion will be led by Anastasia Karneeva, appointed as commissioner in 2021. Anastasia is the daughter of Nikolai Volobuev, who has been a deputy director general of Rostec since 2007 and has a background in the Soviet KGB and Russian FSB structures. Nikolai Volobuev has also held management roles in Russia's Federal Customs Service and Rosoboronexport.

The organizers have already published lists of Russian participants, sparking a formal protest from 22 nations. The culture and foreign ministers of these countries signed a joint protest letter addressed to the exhibition's president, Pietrangelo Buttafuoco, its board, and Italy's Minister of Culture, Alessandro Guli. The letter expresses deep concern over Russia's return, and the European Commission has warned of potential cuts to grant funding over the decision. The Venice Biennale is one of the world's most prestigious contemporary art exhibitions, making participation a significant matter of international cultural diplomacy.

Andrii Sybiha stated: 'We have sanctioned those individuals, the Russian participants. And we are now raising the issue so that they are not issued visas. The host country is Italy. We very much hope we will be heard. We expect that visas will not be issued, and we are putting this question to our partners.' - Minister of Foreign Affairs of Ukraine
