Ukraine Overhauls Its Transport Benefits System

The Cabinet of Ministers of Ukraine has launched a reform aimed at improving access to transportation services for all citizens. The Ministry for Communities and Territories Development has registered draft law No. 5651-2, which proposes monetizing benefits for various population groups. Under this bill, free travel based on paper identification documents will be abolished and replaced with a new system of targeted cash compensations.

What the New Rules Mean

Once the new rules take effect, the right to ride municipal transport for free by simply showing a document will no longer exist. Instead, all categories of citizens—including pensioners and veterans—will pay for their trips using electronic validators. Funds for travel will be credited directly to individuals’ bank cards, enabling them to conveniently and quickly receive compensation for using public transportation.

Funding for the reform will be split between the national and local budgets. Payments for war veterans and military personnel will come from the state budget. Meanwhile, financing for other eligible groups will fall on local budgets, with the amount of support depending on each community’s financial capacity. The reform aims to create a more efficient mechanism for delivering transport benefits and improve their accessibility for all citizens.
