QUAD Meeting Held in Brussels
A QUAD format meeting took place in Brussels as part of the Ukraine-EU 'Solidarity Lanes' initiative. The Ukrainian delegation, led by Deputy Minister Andriy Kashuba, met with European Commission Director-General for DG MOVE, Magda Kopczynska. Discussions centered on enhancing Danube River logistics, including the operations of a Danube logistics cluster that integrates seaports, roads, border crossings, and rail links.
Participants focused on ensuring safe navigation, stable port operations, and reliable land routes to Danube ports. The Ukrainian side briefed partners on the consequences of recent Russian attacks on seaports and energy infrastructure. The meeting also covered protecting critical transport infrastructure and boosting the resilience of logistics routes against potential crises. A key point was ensuring the energy resilience of port infrastructure, highlighting an urgent need for transformers and diesel generators for maritime and inland water transport facilities. This cooperation is vital as the Danube has become a crucial alternative export corridor since the onset of the full-scale war.
Future Cooperation and the Danube 2.0 Action Plan
As a result of the meeting, partners agreed to continue joint work on implementing the Danube 2.0 Action Plan. Its primary goals are:
- enhancing navigation safety;
- improving coordination between the ports of Ukraine, Romania, and Moldova;
- enabling a rapid response to potential disruptions in the Black Sea-Danube region.
Furthermore, the parties agreed to expand cooperation in road and rail transport, with emphasis on:
- increasing the capacity of border crossing points;
- streamlining control procedures;
- developing alternative rail routes, including those transiting through Moldova.
This meeting underscores the importance of international collaboration in the face of current regional challenges, particularly regarding navigation security and transport infrastructure stability. The implementation of the Danube 2.0 Action Plan could be a pivotal step in improving logistical pathways, which would bolster not only economic stability but also security amid growing threats. Continued trilateral cooperation between Ukraine, Romania, and Moldova in this area is expected to significantly influence the development of the regional transport system.
