The Ministry of Community and Territorial Development, together with a delegation from the European Commission's Directorate-General for Enlargement and Eastern Partnership (DG ENEST), has agreed on steps to fulfill EU requirements in the fields of heating supply, energy modernization, and transport.
The main focus of the meeting was the discussion of the implementation status of the Ukraine Facility for 2025 in the areas of heating supply, energy modernization, and transport.
In particular, within the framework of the Energy Modernization Program, the State Target Economic Program for energy modernization of heating supply enterprises has already been approved until 2030. Its goal is to increase the efficiency of centralized heating supply systems, reduce dependence on natural gas, and provide Ukrainians with stable and quality heat and hot water.
Furthermore, a draft law No. 14067 has been registered in the Verkhovna Rada, which foresees the modernization of heating supply systems. The document encourages the installation of individual heat points (IHPs) in houses, allowing a transition to 'smart' heat supply and reducing energy consumption.
Konstantin Kovalchuk thanked the representatives of the European Commission for understanding Ukraine's position and emphasized the importance of maintaining the moratorium on increasing heating supply tariffs for the population.
'Russia continues to deliberately attack our critical infrastructure, civilian facilities. We are preparing for all possible scenarios during such shelling and are practicing actions in various situations. All efforts are focused on ensuring the sustainable passage of the heating season. At the same time, despite the challenges facing Ukraine, we remain Euro-integration focused and continue to work on improving the legislative framework in the field of heating supply to make services more accessible and closer to people.', said Deputy Minister Konstantin Kovalchuk.
Development of infrastructure and transport in Ukraine
Deputy Minister Marina Denisyuk spoke about the implementation status of projects in the field of water supply, heating supply, and transport, particularly regarding the inclusion of projects in the Unified Project Portfolio for 2026.
'Priority projects and programs are included in the UPP-2026. Thus, a separate program has been approved for the development of border infrastructure and the expansion of TEN-T corridors, and all existing CEF projects have been included accordingly to changes in CMU Resolution 527. We also welcome Moldova's Euro-integration choice. In recent years, we have been actively working together on projects for border development, liberalization of road transport, so we confidently continue cooperation and count on the EU's support.'
Currently, within the framework of the Connecting Europe Facility (CEF) program, 11 projects for the development of transport infrastructure initiated in 2022-2024 are being implemented. These projects pertain to railways, road corridors, river transport, and civil aviation and are part of a large process of integrating Ukraine's transport system into the European TEN-T network.
