EU launches a 37 million euro reconstruction program for Ukraine: what will change

ЄС започатковує програму з відновлення України на суму 37 мільйонів євро: що варто очікувати?

The European Union, together with Denmark, Germany, France, and Lithuania, is investing 37 million euros into the EU4Reconstruction project to help Ukraine rebuild according to European standards - effectively, accountably, and with maximum community involvement.



The program will last for three years and will unite the best European experience in governance, digital tools, anti-corruption practices, and public oversight. It aims to strengthen the recovery management system and the legal framework, enhance the capacity of communities to plan and implement projects according to EU standards, and support the State Agency for Reconstruction in implementing large investments and expanding participation of citizens and NGOs in monitoring the reconstruction process.



“The reconstruction of Ukraine is not just about restoring what was destroyed; it is a transformation of our systems and institutions. Together with our European partners, we are creating the basis for modern recovery governance, which accelerates our movement towards the EU. The focus is on communities, where we work to ensure that localities can develop quality projects, apply for funding, and oversee implementation. Transparency and accountability are vital here. That is why we are implementing digital tools for open project monitoring, so that everyone can see how and where resources are being allocated. I am grateful to our European partners for their support and collaboration. Reconstruction is a process that unites the state, communities, and partners around a common goal: to restore life where it has been destroyed by war,” said Oleksiy Kuleba, Deputy Prime Minister for Reconstruction of Ukraine - Minister for Community and Territorial Development.


EU4Reconstruction Project


Within the framework of the EU4Reconstruction project, GIZ Ukraine, Expertise France in Ukraine, the Danish Ministry of Foreign Affairs, and the Lithuanian Central Project Management Agency (CPVA) will cooperate. Its work will cover key ministries, the State Agency for Reconstruction, and dozens of communities across Ukraine.



The EU4Reconstruction project aims to improve management practices, engage communities in development and recovery processes, and ensure transparency and accountability in project implementation. This is a joint step by Ukraine and the EU in restoring the country after the war and on the path to EU membership.
