Letter of Intent Signed Between Ukraine and the Netherlands

Ukraine and the Netherlands have formalized a Letter of Intent under the URC 2026 framework, aimed at equipping Ukrainians abroad with professional skills essential for rebuilding their homeland. The document was signed by Oleksiy Sobolev, Ukraine’s Minister of Economy, Environment, and Agriculture, and Sjörd Sjördsma, the Netherlands’ Minister for Foreign Trade and Development Cooperation.

Partnership Goals

This collaboration seeks to support Ukrainians currently residing in the Netherlands while cultivating the expertise needed to revitalize Ukraine’s economy. The partnership will prioritize three critical sectors:

  • energy,
  • water supply,
  • infrastructure.
Oleksiy Sobolev stated: 'Our partnership with the Netherlands allows us to pursue two objectives at once: providing immediate support to Ukrainians and training the specialists who will rebuild Ukraine tomorrow.'

This initiative plays a pivotal role in advancing Ukrainians’ professional capabilities and integrating them into the global labor market—both of which are key to the country’s recovery.

The agreement underscores the joint commitment of both nations within the broader context of international cooperation to aid Ukraine during its reconstruction phase. Focusing on energy, water supply, and infrastructure is vital for fostering sustainable development in Ukraine, especially as the nation grapples with war-related challenges.
