Poland and Ukraine Upgrade Border Operations with Enhanced Customs Data Sharing

Польща та Україна вдосконалюють прикордонний контроль завдяки новим даним митного обліку.

Discussions on Modernizing Border Infrastructure

Top customs officials from Ukraine and Poland have held high-level talks focused on upgrading border infrastructure, improving customs data exchange, and expanding joint inspection procedures. The meeting brought together Orest Mandziy, head of Ukraine’s State Customs Service, and Bartosz Gruszecki, a representative of Poland’s National Fiscal Administration. Both sides agreed to organize comprehensive negotiations at the leadership level of their respective customs agencies, setting the stage for deeper collaboration in the months ahead.

As Poland remains Ukraine’s largest trading partner, efficient customs interaction between the two nations is critical. Joint inspection practices are already in place at certain border crossing points along the Ukrainian-Polish frontier, demonstrating a proven track record of cooperation. The main topics discussed included:

  • modernizing border infrastructure;
  • advancing data-sharing capabilities between customs authorities;
  • implementing a compromise solution for exchanging customs information.

Digitalization and Customs Infrastructure Development

Key issues on the agenda included process digitalization, joint inspections, and the development of customs infrastructure—such as building access roads and upgrading technical equipment. Orest Mandziy emphasized,

“Data exchange helps speed up customs procedures and combat violations, priorities not only for Ukraine’s customs administration but also for Poland’s.”
This collaboration aims to improve customs workflows while enhancing security and efficiency at the border between Ukraine and Poland.

Strengthening cooperation in customs control—particularly through infrastructure modernization and digitalization—is vital for deepening economic ties between the two countries. Given Poland’s role as Ukraine’s key trade partner, smoother customs procedures could significantly boost trade volumes and improve efforts to curb border violations. The adoption of joint inspections and data-sharing mechanisms represents a major step toward building a more integrated and secure customs system across the region.

In light of the ongoing efforts to enhance border operations, it's noteworthy that Poland is also committed to maintaining stringent border checks with Germany and Lithuania until 2026. This decision reflects a broader trend of prioritizing border security and customs efficiency across Europe.
