Statement from Ukraine's Ministry of Foreign Affairs
Ukraine's Ministry of Foreign Affairs has firmly dismissed allegations from former Director of National Intelligence Tulsi Gabbard, who suggested that the country was developing biological weapons. In its official response, the ministry emphasized that Ukraine fully complies with all obligations under the Biological and Toxin Weapons Convention (BTWC) and has never engaged in any activities related to the development, production, or stockpiling of biological weapons.
Cooperation in Biological Safety
The partnership between Ukraine and the United States in the field of biological safety is focused on strengthening public health and includes several key areas:
- epidemiological surveillance
- laboratory diagnostics
- biosafety
- biosecurity
According to the Ministry of Foreign Affairs, since 2005, a U.S.-led program has allocated $200 million to support 46 laboratories across Ukraine. This investment underscores the civilian nature of the collaboration between the two nations.
In 2022, following Russia's demands under Article V of the BTWC, a consultative process was initiated. The findings of that process did not substantiate the allegations. The matter was also brought before the United Nations Security Council, but Russia failed to provide any supporting evidence. Ukraine's Ministry of Foreign Affairs has urged the international community to rely on the outcomes of those international consultations and verified facts, rather than on distorted interpretations or Russian propaganda.
“We once again reject these baseless accusations and stress that Ukraine consistently fulfills its international obligations under the Biological and Toxin Weapons Convention (BTWC),” the Ministry of Foreign Affairs of Ukraine stated.
The ministry also noted that the narrative of so-called 'biological weapons laboratories' is not new and has been a staple of Russian propaganda for many years. In December 2023, Ukraine reaffirmed its position during a meeting of BTWC member states.
Tulsi Gabbard recently released materials claiming U.S. funding for over 120 biological laboratories worldwide, though her presentation faced criticism due to inaccuracies in a map she displayed. Ukraine's Ministry of Foreign Affairs reiterated the country's commitment to transparency, international cooperation, and strengthening the global biological safety system.
This situation highlights the critical need for international collaboration in biological safety, especially amid rising global threats. The statements from Ukraine's Ministry of Foreign Affairs reflect the country's dedication to openness and accountability, while also countering unfounded accusations that could damage its international standing. It is essential for the global community to continue upholding principles of transparency and trust in security matters, particularly in the context of partnerships with the United States and other nations.
In light of the recent accusations, it's important to note the discrepancies in the claims made by former intelligence officials. For instance, a recent report highlights significant inaccuracies in the mapping of biolabs, which further undermines the credibility of such allegations.
