Strikes Against Russia’s Oil Refining Sector
Ukraine’s defense forces have taken out 42.74% of Russia’s total planned oil refining capacity, according to data released by the General Staff of the Armed Forces of Ukraine as of early July. This marks a record high since the campaign of systematic strikes on Russian oil infrastructure began. Over the past month, Ukrainian forces targeted eight oil refineries across Russia, signaling an escalation in operations in this area. These attacks are part of a broader strategy to weaken Russia’s energy sector, which is a key source of revenue and logistical support for its military efforts.
The strikes have destroyed or critically damaged more than 60 fuel storage tanks. Of these, 58% held refined petroleum products, while 42% contained crude oil. June 2026 saw some of the most intense long-range strikes on Russia’s oil infrastructure. Total damages over the year from August 2025 are estimated at $13.5 billion.
A New Wave of Attacks
On June 25, President Volodymyr Zelenskyy announced a fresh wave of drone strikes designed to pressure Russia into negotiations within 40 days. According to the Security Service of Ukraine, the president approved a 40-day influence operation against the aggressor state. Targets ranged from the Ilsky refinery in the Kuban region to the Nizhnekamsk plant in Tatarstan. The key consequences for Russia have included:

- constant delays in repairs due to shortages of spare parts and equipment
Digital Transformation Advisor Mykhailo Fedorov described the situation as a 'logistics lockdown,' which he says will severely hamper Russia’s energy capabilities.
