Sectoral Working Group Convenes
The second meeting of the Sectoral Working Group on Public Administration and Governance was held to coordinate international technical assistance for Ukraine's public administration reform. The event, supported by the European Union in Ukraine, brought together representatives from the Ukrainian Government, Parliament, the European Union, five international organizations, and 13 partner nations. This high-level coordination is crucial for aligning international support with Ukraine's domestic reform agenda.
Key Reform Priorities Identified
During the session, participants established the core priorities for reforming Ukraine's state administration. The main areas of focus discussed were:
- Advancing the internal digitalization of public administration;
- Strengthening human capital and the capacity of the civil service;
- Preparing for EU accession and harmonizing Ukrainian legislation with EU standards.
The Office for Recovery and Reform of the Cabinet of Ministers of Ukraine serves as the Kyiv office for the Secretariat of the Ukrainian Donor Platform and the Secretariat of the Sectoral Working Group on Public Administration and Governance.
The Office for Recovery and Reform is part of the 'Ukraine Recovery and Reform Architecture' (URA) technical assistance program. This initiative is backed by the European Bank for Reconstruction and Development's (EBRD) Multi-Donor Fund for the Stabilization and Sustainable Development of Ukraine. The program aims to enhance the effectiveness of public administration in Ukraine by leveraging international support and facilitating the exchange of expertise with partners.
'The Sectoral Working Group meeting underscores the vital importance of international cooperation in Ukraine's public administration reform process, particularly within the context of the country's European integration aspirations.'
The identified priorities, such as digitalization and human capital development, reflect the contemporary challenges facing the public sector. Collaboration with international partners and donor organizations is pivotal for implementing these reforms, which can, in turn, contribute to improving citizens' lives and strengthening state institutions. These efforts are part of a broader push to modernize governance as Ukraine progresses on its European path.
