Since Russia launched its full-scale invasion in 2022, Ukraine has seen a dramatic decline in citizen confidence in state institutions, according to political analyst Yuriy Romanenko. He argues that restoring an effective draft system will require systematic and visible efforts from the government, drawing on historical precedents from other nations.

Romanenko points to early 2022 as a time when the ideal mobilization model was in place. Back then, he explains, there was no need for territorial recruitment centers because a deep bond of trust existed between the public and the state.

Now, to recover even a fraction of that credit, the authorities will have to invest significant, systematic, and demonstrative effort.
