Authorities Uncover Kyiv Scheme That Sold Already-Owned Apartments for Over UAH 175 Million

A large-scale real-estate fraud has been exposed in Kyiv's Pechersk district, centered on a residential building still under construction. The alleged mastermind is a former member of the Dnipro City Council. Investigators say he took over corporate rights to a group of companies that owned unfinished construction projects in the capital's central area.

Property rights to 50 apartments belonging to one of Ukraine's state banks were transferred to third parties, causing losses exceeding UAH 164 million. Eight more flats that already had private owners were also sold a second time. The scheme's participants changed the residential complex's legal address and altered the technical specifications of the premises, allowing an originally planned 27-story building to be completed as 32 stories. Total documented losses in the case now exceed UAH 175 million.

The illegally obtained money was cashed out, moved through companies controlled by the group, and invested in property and construction projects. Nine individuals have been formally notified of suspicion: the alleged organizer and eight accomplices. The charges include fraud, money laundering, and the use of forged documents.

Prosecutor General Ruslan Kravchenko stated: "The prosecutor's office's task is to identify every episode, return the property to its rightful owners, and hold every participant in the scheme accountable."

He added: "We keep working." Authorities are now checking for other possible double sales, working to establish the full number of victims, and tracing the movement of the illegal funds.
