Ukraine Overhauls Defense Force Contract System

Beginning June 15, 2024, Ukraine is rolling out a revamped contracting framework for its Defense Forces, featuring three distinct contract types: infantry-assault, combat, and basic. This new structure introduces fixed service durations, guaranteed deferments, and an updated pay scale. Defense Minister Mykhailo Fedorov underscored the significance of these reforms, stating:

“We are starting to sign new Defense Force contracts with clear service terms and guaranteed deferments.”

Contract Types and Their Terms

Contracts range from 6 to 24 months in length. Key details for each type include:

  • Infantry-Assault Contract: 14-month service period, with an average monthly salary of around 300,000 hryvnias and a maximum of up to 460,000 hryvnias.
  • Combat Contract: 24-month term, with monthly pay ranging from 30,000 to 120,000 hryvnias.
  • Basic Contract: Also 24 months, offering base pay between 30,000 and 70,000 hryvnias per month, designed for rear-echelon and non-combat roles such as clerks, accountants, cooks, and technicians.

New contracts can be signed via the 'Army+' app under the 'Services' section, through 'Reserve+' in the 'New Contracts' tab, at military unit personnel offices, recruitment centers, or by calling the hotline at 1519. All service members, regardless of whether they sign new contracts, will receive updated June payments in July 2024. According to Fedorov, this marks the first phase of a broader transformation. He added:

“Our goal is to build a military service system with clear rules, fair conditions, and respect for the individual.”

The introduction of this new contract system represents a major step in reforming military service in Ukraine. By offering better pay and defined service periods, it aims to boost troop morale and attract more recruits. In the context of an ongoing war, these changes could strengthen the country's defense capabilities by improving conditions for current soldiers and encouraging new enlistments. This framework may serve as the foundation for further modernization of Ukraine's armed forces.
