Ukraine’s Defense Forces Undergo Major Restructuring

According to Мін. Оборони: Ukraine’s Ministry of Defense has unveiled the first phase of a sweeping transformation for its armed forces, introducing several key changes. These include higher compensation for troops stationed on the front lines, a phased discharge of long-serving personnel, updated contract conditions, and the preservation of combat pay during medical treatment.

For the first time, the Ukrainian military is adopting a principle: the greater the risk, the greater the reward.

Overhaul of the Pay System

According to the Ministry of Defense, a phased demobilization of personnel who have served since 2014 or 2022 will begin by year’s end. This will primarily target those with the most years of service and the most time spent on combat missions. The regulations governing these changes were approved on Friday and are now awaiting signature and publication.

Average salaries on the front line stand at 300,000 hryvnias. Base pay has been raised from 20,000 to 30,000 hryvnias, thanks to a new rear-area supplement of 10,000 hryvnias. The Ministry of Defense has used existing resources to fund this initial phase. Importantly, troops who are wounded and hospitalized will continue to receive combat payments of 100,000 hryvnias per month for up to 12 months of continuous treatment.

Starting in July, new contracts will take effect, introducing fixed service terms and guaranteed deferrals based on combat experience. Those who sign a contract in June will receive the new salary in July. These reforms aim to improve service conditions for military personnel and support them during this challenging period.

The changes in pay and service conditions reflect the Ukrainian Ministry of Defense’s effort to adapt to the realities of modern warfare and boost army morale.

Higher wages and new contracts could encourage young people to join the Armed Forces and reduce the risk of personnel leaving the military during wartime. These steps may also strengthen the overall stability of Ukraine’s military units and their ability to counter external threats.

As the Ukrainian military undergoes significant changes, the government's commitment to enhancing army resources is also evident. Notably, recently announced financial boosts and new payment schemes aim to further support service members, ensuring that those on the front lines receive adequate compensation for their sacrifices. This interconnected approach underscores the importance of both structural reforms and financial incentives in strengthening Ukraine's defense capabilities.
