Changes in the booking criteria in Ukraine
The criteria for booking and the definition of critically important enterprises have been changed in Ukraine, including updated requirements for employee salaries and property security. Order No. 3650, published on December 22, 2025, introduces new rules that will significantly impact the booking process.
Salary requirements
The requirements for the average salary depend on the number of employees in the enterprise. For companies with more than 50 employees, the average salary must be twice as high as the national average. In the case of enterprises with 20 to 49 employees, the salary must be three times higher than the average. These changes are aimed at providing support to critically important sectors of the economy.
It is also important to note that enterprises with beneficiaries from Russia, Belarus, or countries on the FATF blacklist will not receive 'important' status. In 2026, the booking process will be tied to increased minimum wage requirements, which will further complicate conditions for some companies. For defense industry employees, there is a possibility of booking for 45 days, providing them with certain advantages under changed requirements.
These innovations are part of the government's efforts to adapt the economy to new realities and ensure stability in critically important industries.
