Utility Bill Recalculations in Ukraine
In response to service disruptions caused by the ongoing conflict, the Ukrainian government has mandated that utility providers automatically recalculate bills for services not delivered due to shelling or blackouts during January. Consumers will see the adjusted amounts reflected in their February statements. The State Service of Ukraine for Food Safety and Consumer Protection will oversee the implementation of this directive.
During a meeting with the head of the consumer protection service, Serhiy Tkachuk, Prime Minister Yuliia Svyrydenko stressed that the recalculation process must be automatic and free of additional bureaucracy. She emphasized that consumers should only pay for services they actually received. If heating or water was unavailable due to enemy attacks, residents should not be overcharged.
This policy is part of broader efforts to protect citizens during wartime, ensuring they are not financially penalized for infrastructure damage beyond their control.

The automatic adjustment applies to the following essential services:
- Heating
- Water supply
- Waste removal
Serhiy Tkachuk has been instructed to ensure strict oversight of providers and to respond promptly to any consumer complaints that may arise.
By automating these corrections, the government aims to reduce bureaucratic delays and ensure billing fairness. The involvement of the consumer protection service is expected to help prevent potential abuses by utility companies during this challenging period.
