eOselya Program: Boosting Homeownership Across Ukraine
Since its launch, Ukraine's eOselya initiative has issued mortgages totaling 45 billion hryvnias, helping over 25,000 families purchase their own homes. Notably, 47% of participants are military personnel and law enforcement officers, highlighting the program's focus on supporting those who defend the nation. This state-backed scheme is a cornerstone of efforts to stabilize the housing market amid wartime challenges.
Who Can Apply and What Support Is Available
The eOselya program is open not only to the military but also to internally displaced persons (IDPs) and residents of frontline areas.
Yulia Svyrydenko, Prime Minister of Ukraine: 'eOselya helps Ukrainians buy their own homes here in Ukraine. It encourages them to invest in a place of their own rather than postponing the decision for years or spending money solely on rent.'
The government offers substantial compensation to participants:
- 70% coverage of the initial mortgage down payment;
- 70% of monthly payments during the first year;
- Up to 40,000 hryvnias in document processing costs.
Svyrydenko added: 'We will keep updating the program's terms to match current realities, so that more Ukrainians can purchase their own homes.'
Applications can be submitted through the Diia online portal.
The eOselya program represents a critical step in providing housing for Ukrainians, especially those affected by the war. Beyond stimulating the real estate market, it supports socially vulnerable groups by offering a path to homeownership.
