Property Tax Notices for Ukrainians to Be Issued by July 1

Податкові повідомлення про власність для українців будуть розіслані до 1 липня.

Ukraine Introduces Property Tax

Starting this year, Ukrainian property owners can expect tax notifications to arrive in their digital taxpayer accounts or via registered mail before July 1. Recipients will have 60 days from receipt to make payment. The levy applies to apartments exceeding 60 square meters, houses over 120 square meters, and combined properties larger than 180 square meters.

For 2026, the rate will cap at 120 hryvnias per square meter for any area above the designated threshold. For instance, an apartment measuring 65 square meters would incur a tax on just 5 extra square meters, resulting in a maximum charge of 600 hryvnias. Notably, the following groups are exempt from payment:

  • Owners of housing located in active combat zones;
  • Owners on temporarily occupied territories;
  • Owners of properties destroyed by the war.

Additional relief is extended to large families, orphans, and children with disabilities.

Social Implications of the Tax

This property tax marks a significant step in Ukraine's tax system reform and efforts to stabilize budget revenues. It also underscores the government's push for a fairer distribution of the tax burden amid economic strain. Exemptions for war-affected homeowners and vulnerable groups, such as large families, highlight the state's attempt to balance fiscal needs with social realities during wartime.

As the government implements new property tax regulations, it is essential for homeowners to stay informed about related changes in financial support. Recently, the conclusion of the heating season has led to reductions in housing subsidies for many Ukrainians. Understanding the implications of these subsidy cuts is crucial for those navigating the evolving economic landscape.
