One-Time Financial Assistance Available Under the Winter Support Program
Residents of eight Ukrainian regions who receive disability pensions, subsidies, or aid for internally displaced persons (IDPs) are eligible to apply for a one-time cash benefit under the Winter Support initiative. Applications for this financial assistance will be accepted until October 30, 2026.
This program covers communities in the following regions:
- Donetsk
- Zaporizhzhia
- Dnipropetrovsk
- Kherson
- Kharkiv
- Sumy
- Mykolaiv
- Chernihiv
Eligibility extends to individuals who, at the time of application, receive a disability pension, housing subsidies, a 50-hryvnia care allowance, IDP support, or state benefits for single mothers, newborns, or children from large families.
Additional categories entitled to receive this aid include:
- Persons receiving state social assistance due to childhood disability or disability in children;
- Disabled individuals without pension rights;
- Recipients of care allowances;
- Internally displaced persons receiving housing support;
- Family-type orphanages, foster families, and guardians receiving social aid for orphans and children deprived of parental care.
Applications must be submitted based on the applicant’s declared, registered, or actual place of residence, excluding temporarily occupied territories. Residents of the listed regions can apply through local Pension Fund service centers, Administrative Service Centers (CNAP), or authorized officials at village, settlement, or city councils. Alternatively, applicants from these areas may submit their requests to local government offices, military administrations, or designated authorities.
