Winter Financial Relief for Vulnerable Populations

According to Пенсії (RSS): On September 3, 2026, the Cabinet of Ministers of Ukraine passed Resolution No. 1084, establishing a one-time cash assistance program called 'Winter Support' aimed at vulnerable groups living in conflict-affected areas during the 2026/27 heating season. Each eligible household will receive 19,400 hryvnias. Funding for this initiative will come from a special state budget fund and contributions from international humanitarian organizations.

Eligibility Criteria for Assistance

The aid targets residents living in communities within Donetsk, Zaporizhzhia, Dnipropetrovsk, Kherson, Kharkiv, Sumy, Mykolaiv, and Chernihiv regions, excluding temporarily occupied territories. The following groups qualify for this support:

• Recipients of disability pensions;
• Individuals receiving a 50-hryvnia care allowance;
• Single pensioners requiring continuous external care;
• Recipients of housing subsidies;
• Single mothers receiving state aid for children;
• Families with multiple children receiving child benefits;
• Persons with disabilities from childhood.

To apply for the assistance, applicants must submit a formal request. Those seeking payments from the special state budget fund can apply through the Pension Fund of Ukraine's service centers, administrative service centers, or authorized local government officials. Applications for aid funded by international humanitarian organizations should be submitted to local village, settlement, or city councils. The deadline to submit applications is October 30, 2026.

The Pension Fund of Ukraine will disburse government-funded payments directly to bank accounts or in cash via post offices. International and national organizations will administer payments financed by humanitarian aid, using bank transfers or the WESTERN UNION international payment system.
