Significant Funds Returned to Ukraine in Polygraph Plant Corruption Investigation

Ukraine has successfully reclaimed €700,000 from abroad linked to the Polygraph Plant case, following a ruling by the High Anti-Corruption Court. This achievement resulted from coordinated efforts between Ukrainian, French, and Estonian law enforcement agencies, supported by international initiatives including StAR, OECD GLEN, GFAR Action Series, and Eurojust. Since the investigation began, a total of €4.5 million has been recovered.

The latest funds were released with the consent of France's National Financial Prosecutor's Office. The €700,000 had been frozen in the bank accounts of one of the accused individuals, who admitted guilt and agreed to compensate for the damages. This cross-border cooperation was organized through an international joint investigation team.

Background on Asset Recovery

The first major restitution in this case occurred in October 2025, when the French company Surys transferred €3.373 million to Ukraine as part of a procedural agreement with the French National Financial Prosecutor's Office. To date, the total amount of repatriated funds stands at €4.5 million.

This recovery marks an important milestone in Ukraine's fight against corruption, highlighting the power of international collaboration in tackling financial crimes.
